Specialist Investigative Support provides an independent operational intelligence and evidence capability, operating covertly from hostile or controlled environments to support critical decision-making by CMTs in high-consequence incidents.

We establish fact, corroborate reporting, assess the reliability and significance of information held, identify intelligence gaps and seek to exploit intelligence opportunities as an incident develops. 

These may include kidnap and ransom (K&R), abduction, extortion or blackmail, disprutive activism, stalking and other forms of adverse targeting involving individuals or staff, businesses and organisations, locations or assets. 

SIS provides this capability as a specialist operational resource supporting established crisis management structures and response processes.

SIS operational support provides CMTs with independent verification of fact, distinguishing between what is reported, what is assessed, what is assumed, what is corroborated and what can be evidenced as a crisis develops.

We support informed, confident decision-making that may confirm or challenge existing assessments, change an understanding of actual threat or risk, or identify requirements for further collection activities.

SIS integrates intelligence, evidence and continual risk assessment within a framework derived from government specialist protective practice, adapted for a commercial context, and applied specifically to high-consequence incidents.

Intelligence develops understanding: what is happening, what is known, what is unknown, what can be independently established and what may happen next.

Evidence establishes fact. Material is gathered, recorded and handled with regard to sensitivity, provenance, continuity and chain of custody.

Risk considers both the external factors as an intelligence picture is developed and the internal risks arising from intelligence collection tactics and methodologies.

Intelligence, evidence and risk are interconnected. 

Whilst events and circumstances can develop quickly, the framework through which SIS assesses intelligence, evidence and risk remains consistent.

Where proportionate, lawful and necessary, SIS can deploy highly experienced specialist operational personnel covertly into environments that may be controlled or hostile to collect intelligence and develop evidence against identified objectives.

This capability draws upon methodologies and tactics developed within specialist government intelligence, investigative and protective environments.

Due to the specialist nature of this capability, further operational information is provided directly to organisations with a legitimate and identified requirement.

Time critical decision making: Governance & Accountability.

Information and material obtained during a crisis or incident may subsequently become relevant to insurance and claims processes, regulatory scrutiny, criminal or civil proceedings and organisational review.

Significant decisions based on our product may similarly require an organisation to demonstrate what information was available, how it was assessed, the confidence reasonably placed on it and the basis upon which decisions were made.

Evidential integrity is embedded into our operations. Where our material subsequently enters professional processes, SIS reporting and evidential standards support effective transition into legal, insurance, claims, investigative, regulatory or law enforcement processes.

SIS remains professionally engaged following the conclusion of operational activities where our reporting, intelligence assessments or evidential material subsequently become relevant to internal or external scrutiny.

Supporting Established Crisis Management Structures: Interoperability.

SIS does not replace Crisis Management Teams, crisis response consultants, negotiators, legal advisers, insurers, brokers or other specialist functions.

We provide an independent operational resource when an intelligence or evidential requirement cannot be readily satisfied through existing capabilities.

For brokers and professional advisers, SIS provides access to a specialist capability that can be introduced against a defined requirement without displacing established crisis response capabilities.

This capability may be relevant to incidents involving fixated threat and stalking, hostile or criminal targeting, missing or unaccounted for persons and threats to individuals, or where other serious circumstances warrant a crisis operational support response.

This is primarily a UK operational capability. SIS can also support UK-based requirements arising from wider international incidents where intelligence, corroboration or evidential development is required within the UK.
